Start with a 40/30/30 Forge/War Citadel/Void Nexus split to keep all three resource streams healthy.

Run regular intelligence operations to gather tech intelligence on neighbors, and use the data to target your Directed Research toward the exact technologies that will give you an edge over your specific opponents. Advanced Battle Processing means your combat performance exceeds what your -10 Military penalty suggests on paper.
The -20 Production penalty is Manifold's main constraint. Counter it through development fund investment (keep a standing allocation every few turns) and by prioritizing planets with high base production in your Expedition missions.
